The Odex dubbers are indeed expatriates working
in Singapore. Many of them are students, but Odex is trying to move
away from using students and has begun hiring only "professional" voice
actors.
None of the main characters in Karin are "putting on" an accent with
the exception of Carrera. I feel that choice was justified because the
Japanese actor put on a slight accent on the Jap track. Usui's "accent"
is Rom's own.
The uneven-ness of Karin's voice in the first two episodes has to do
with the producer, Kevin, and his incessant note to "make her sound
cuter" coupled with his insistence that the VA for Karin wouldn't be
able to act in a higher vocal range. Paul Pistore, the VD at Odex
eventually disregarded Kevin's note and Karin's voice and acting even
out later in the series.
